Public sector and PNRR projects: ICT governance, contract execution, innovation
I support public bodies, special agencies and private partners in the governance of digital projects in Italy: defining requirements, coordinating suppliers, overseeing contract execution, monitoring timing, quality and indicators. I do this as an ICT Manager, as a contract execution director (DEC, Direttore dell’Esecuzione del Contratto) and as an innovation manager, including on projects funded by the PNRR, Italy’s National Recovery and Resilience Plan under NextGenerationEU.

Two ongoing assignments show what the service involves. Since 2025 I have been ICT Manager of the “Bari Welcome” project, the tourism portal of the Metropolitan City of Bari, for Bari Sviluppo, a special agency of the Bari Chamber of Commerce, in collaboration with the Metropolitan City and the Municipality of Bari. Also since 2025 I have been DEC for Polisemia on a PNRR project (Mission 1, Component 3, Investment 1.1.5) for the digitisation of cultural heritage.

Listening
I meet the client and clarify goals, legal constraints, the contract and the parties involved.
Diagnosis
I read the specifications, the offer, the schedule, the indicators and the reporting obligations.
Plan and resources
I define the governance plan: roles, information flows, the calendar of checks, and templates for minutes and reports.
Delivery and results
Progress meetings, checks on deliverables, handling of issues with proposed solutions, and monitoring of indicators, milestones and documentation for audits. At closure, final checks, final report, and support for acceptance testing and reporting.

My background covers both the technical and the institutional side. I am a licensed engineer (Italy), registered with the Order of Engineers of the Province of Lecce, no. 4603, Section A, information sector. I also hold a master’s degree in Political Science and attended the University of Salento summer school on digital management and privacy in public administration. What is the PNRR?
The PNRR is Italy’s National Recovery and Resilience Plan, funded by the EU NextGenerationEU programme through the Recovery and Resilience Facility. It is organised in missions, components and investments, each with milestones and targets that must be met and documented. Public bodies and their contractors have specific monitoring and reporting duties.
What does a contract execution director (DEC) do?
Under Italian public procurement rules, the DEC (Direttore dell’Esecuzione del Contratto) checks that a contract is carried out as set out in the specifications and the offer: activities, timing, quality and documents. The DEC flags problems, writes minutes and certificates, and works with the RUP, the public body’s officer responsible for the procurement. In PNRR projects the DEC also oversees indicators, milestones and audit documentation.
Do you work for contractors as well as public bodies?
Yes, while avoiding conflicts of interest. I can support a public body in governing a project, or a company or consultancy that must deliver a public contract with adequate standards of quality, timing and reporting. I never take control and delivery roles on the same contract.
Do you have direct experience of PNRR projects?
Yes. Since 2025 I have been contract execution director for Polisemia Consulenza e Formazione on a project under Mission 1, Component 3, Investment 1.1.5 of the PNRR, dedicated to the digitisation of cultural heritage. I follow progress, compliance with the specifications, indicators and minutes.
